James Borger joined CADCA as the Vice President of Finance, Administration & IT and CFO in 2020.  James’ responsibilities include oversight of all aspects accounting and finance. This oversight involves budgeting, financial reporting, internal control management and investment portfolio management.  James also oversees office administration, human resources and CADCA’s information technology.  These groups continually look to improve the efficiency and effectiveness of CADCA’s back-office functions for both internal and external stakeholders.

James has over 25 years of experience managing the finances of non-profits. He has served as the CFO or Controller of national non-profits such as:  American College of Obstetricians and Gynecologists, Reading is Fundamental, Solid Waste Association of North America and Whitman-Walker Health. In addition, he worked for BDO USA conducting financial audits and providing outsourced financial services, primarily for non-profits.

James graduated from the University of Maryland with a Bachelor of Science degree in Accounting and is a Certified Public Accountant, licensed in Maryland. He served on the Board of Directors of the Manna Food Center for five years and is married with three children.
