Meet the 2025-2026 Kansas Youth Prevention Action Council 

CADCA and Upstream Kansas are proud to introduce the members of the Kansas Youth Prevention Action Council (KYPAC). Serving from September 2026 through June 2026, these high school students represent a range of communities across the state of Kansas and share a common goal to shape youth-focused prevention strategies. 

KYPAC is a youth-led, adult-guided advisory council of high school students from various counties across the state that provide guidance to the Upstream Kansas and the Youth Leaders in Kansas programs, working to decrease substance misuse and promote mental health in youth within Kansas communities.

This year’s council brings together young leaders from 11 different counties: 

  • Abilene Frye, McPherson County   
  • Alessia Carrlaes, Clay County   
  • Arabella Taylor, Harvey County   
  • Arya Byard, Reno County   
  • Breeson North, Reno County   
  • Brinly Lichter, Ellis County   
  • Crystal Saucedo, Meade County (Not pictured)   
  • Gabriel Marcum, Reno County   
  • Gavin Zubiate, Hodgeman County   
  • Hannah Khan, Reno County   
  • Jaci Sandberg, Barton County   
  • Jeremiah Olguin, Sedgwick County   
  • Jessica Sun, Johnson County   
  • Karlee Harbour, Pratt County   
  • Leah Foos, Reno County   
  • Payton Ball, Reno County   

 

Upstream Kansas is led by CADCA with the sponsoring support of the Kansas Department of Aging and Disability Services, aimed at increasing opportunities for youth leadership in substance use prevention efforts across Kansas.
