FY 2026 Conference Bill Fully Funds Drug-Free Communities Program 

The House and Senate released the agreed upon Conference version of the Fiscal Year (FY) 2026 Financial Services General Government appropriations bill. This bill funds the Office of National Drug Policy (ONDCP) where the Drug-Free Communities (DFC) Support Program is housed. 

The Conference bill fully funds the DFC program and keeps the program intact at ONDCP.  

It does not cut DFC by $39 million to $70 million, zero out the CARA Section 103 enhancement grant program or move the DFC program out of ONDCP into the new Agency for a Healthy America in HHS, as proposed in the President’s FY 2026 Budget Request. 

Programs of interest to the field included in this bill are funded as follows: 

  • $109,000,000 for the Drug-Free Communities Support Program – level funding with the FY 2025 appropriated amount. 
  • $5,200,000 for activities authorized by section 103 of 12 Public Law 114–198 (CARA Section 103 Enhancement Grant program for current and former DFCs to do more with more intensity to address opioid and stimulant issues) – level funding with the FY 2025 appropriated amount. 

 

This conference bill will be going to the House and Senate Floors for final passage soon, as part of the next FY 2026 appropriations package, called a ” minibus” and then to the President to be signed into law.
