Led by Kris Reed, MPH, CPS of the Great Lakes PTTC, the session revealed a tough truth: some well-intentioned prevention strategies can\u00a0actually cause\u00a0harm.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Reed kicked off the conversation by sharing what primary prevention looks like in other fields;\u00a0think\u00a0sunscreen for preventing sunburns or immunizations to prevent disease. The goal is to put effective measures in place before a problem starts, not react after the fact. Prevention science gives us a continuum of evidence, from well-supported strategies\u00a0to those shown to be ineffective or harmful, and\u00a0it\u2019s\u00a0on us as prevention experts to know the difference.\u00a0<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">A big takeaway was the importance of the Strategic Prevention Framework and data-driven planning.\u00a0What does your community actually need?\u00a0What is it ready for? Do you have the capacity to implement something long-term and developmentally\u00a0appropriate? Good\u00a0intentions\u00a0aren\u2019t\u00a0enough if prevention strategies\u00a0aren\u2019t\u00a0grounded in evidence.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-23565\" src=\"https:\/\/www.cadca.org\/wp-content\/uploads\/2026\/02\/Reed-e1772122375771.png\" alt=\"\" width=\"381\" height=\"422\" \/><\/p>\n<p><span data-contrast=\"auto\">During the session, Reed walked through several popular approaches that research shows\u00a0are\u00a0ineffective. One-time school assemblies, personal testimonies, mock car crashes, and \u201cdrunk\u201d goggles may be memorable and easy to organize, but they have little to no lasting\u00a0effect. Some\u00a0approaches, like the mock car crashes, can be traumatizing, and others, like the drunk goggles, can unintentionally increase curiosity about substance use. Fear-based messaging and exaggerated claims about how \u201ceveryone is using\u201d can also backfire, especially when young people\u2019s real-life experiences\u00a0don\u2019t\u00a0match what\u00a0they\u2019re\u00a0being told.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Reed also covered knowledge-only approaches, like drug fact sheets or myth-busting campaigns. Simply providing information about substances without context does not change behavior and can even sometimes spark unintended interest. Similarly, punitive policies such as zero-tolerance discipline in schools\u00a0don\u2019t\u00a0address underlying issues and may increase risk factors by disconnecting youth from school and trusted adults.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">So,\u00a0what\u00a0does\u00a0work? Effective strategies focus on building skills, strengthening protective factors, and delivering age-appropriate\u00a0education over time. Social-emotional learning in schools, parenting programs that help adults communicate with youth, long-term campaigns with clear audiences, and interactive approaches that let young people practice real-life skills all show stronger outcomes. Media efforts that reinforce positive norms, like the fact that most youth are not using substances, are also more effective than scare tactics.<\/span><span data-ccp-props=\"{}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">The session also centered on why ineffective strategies continue to take place.\u00a0Often,\u00a0it\u2019s\u00a0because\u00a0they\u2019re\u00a0familiar or well-liked. Sometimes, partners are reluctant to change, or there are concerns about cost and capacity.
