The PBR is the first step in the annual appropriations process and lays out the President\u2019s budget priorities. The PBR is only a request to Congress. Congress has the power and the responsibility to determine the final appropriated amounts for all federal programs.<\/p>\n<p>Congress is still finalizing its FY 2024 numbers, but we expect that process to conclude soon. Highlights of the FY 2025 PBR for the programs of importance to our field are included below.<\/p>\n<p><strong>Office of National Drug Control Policy (ONDCP) Programs<\/strong><\/p>\n<ul style=\"margin-left: 40px\">\n<li>The Drug-Free Communities (DFC) Program is proposed to be funded at $109 million (level with the final FY 2023 appropriated amount). This includes $2.5 million for the National Community Anti-Drug Coalition Institute.<\/li>\n<li>The Comprehensive Addiction and Recovery Act (CARA) Section 103 enhancement grant program is proposed to be funded at $5.2 million &#8211; level with the final FY 2023 appropriated amount.<\/li>\n<\/ul>\n<p><strong>The Substance Use and Mental Health Services Administration (SAMHSA) <\/strong><\/p>\n<ul style=\"margin-left: 40px\">\n<li>The Center for Substance Abuse Prevention, (CSAP) is proposed to be renamed the Center for Substance Use Prevention Services (CSUPS). The PBR proposes $236.879 million for CSAP\u2019s Programs of Regional and National Significance (PRNS) &#8211; level with the final FY 2023 appropriated amount. This amount includes:\n<ul style=\"margin-left: 80px\">\n<li>$14.5 million for the Sober Truth on Preventing Underage Drinking (STOP) Act programs (level with the final FY 2023 appropriated amount), including:\n<ul style=\"margin-left: 80px\">\n<li>$11 million for the STOP Act enhancement grant program &#8211; level with the final FY 2023 appropriated amount.<\/li>\n<li>$2.5 million for the National Adult-Oriented Media Public Service Campaign &#8211; level with the final FY 2023 appropriated amount.<\/li>\n<li>$1 million for the Interagency Coordinating Committee for the Prevention of Underage Drinking \u2013 level with the final FY 2023 appropriated amount.<\/li>\n<\/ul>\n<\/li>\n<li>$135.484 million for the Strategic Prevention Framework\/Partnership for Success (SPF\/PFS) program (level with the final FY 2023 appropriated amount). This includes:\n<ul style=\"margin-left: 80px\">\n<li>$10 million for the SPF\/PFS prescription drug program<\/li>\n<li>$125.484 million for the SPF\/PFS grant program \u2013 level with the final FY 2023 appropriated amount.<\/li>\n<\/ul>\n<\/li>\n<li>The Center for Substance Abuse Treatment, (CSAT) is proposed to be renamed the Center for Substance Use Services and is proposed to be funded at $4.194 billion \u2013 a proposed $36.75 million increase over the final amount appropriated in FY 2023. This increase includes:\n<ul style=\"margin-left: 80px\">\n<li>$10 million for a new Community Harm Reduction and Engagement Initiative<\/li>\n<li>$43.931 million for the Pregnant &amp; Postpartum Women program, a $5 million increase over the final FY 2023 appropriated amount of $38.931 million.<\/li>\n<li>$1.75 million for a Youth Prevention and Recovery Initiative.<\/li>\n<li>$1.595 billion for State Opioid Response Grants \u2013 a $20 million increase over the final amount appropriated in FY 2023.<\/li>\n<\/ul>\n<\/li>\n<li>CSAT also includes:\n<ul style=\"margin-left: 80px\">\n<li>$2.008 billion for the Substance Use Prevention, Treatment and Recovery Service (SUPTRS) Block Grant.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Centros de Controle e Preven\u00e7\u00e3o de Doen\u00e7as<\/strong><\/p>\n<ul style=\"margin-left: 40px\">\n<li>Funding the Tobacco program at $256.5 million ($10 million above the final FY 2023 appropriated amount of $246.5 million).<\/li>\n<li>Funding the Excessive Alcohol Use program at $6 million (level with the final FY 2023 appropriated amount).<\/li>\n<li>Funding the Opioid Overdose Prevention Program at $506.079 million ($1 million above the final FY 2023 appropriated amount of $505.579 million).<\/li>\n<\/ul>\n<p><strong>National Institute on Drugs and Addiction (NIDA)<\/strong><\/p>\n<ul style=\"margin-left: 40px\">\n<li>The PBR proposes to fund NIDA at $1.668 billion ($6 million more than the final FY 2023 appropriated amount of $1.662 billion).<\/li>\n<\/ul>\n<p><strong>National Institute on Alcohol Effects and Alcohol-Associated Disorders (NIAAA)<\/strong><\/p>\n<ul style=\"margin-left: 40px\">\n<li>The PBR proposes to fund the NIAAA at $598.903 million ($2.287 above the final FY 2023 appropriated amount of $596.616 million).<\/li>\n<\/ul>\n<p><strong>Administra\u00e7\u00e3o de Recursos e Servi\u00e7os de Sa\u00fade (HRSA)<\/strong><\/p>\n<ul style=\"margin-left: 40px\">\n<li>Funding the Rural Communities Opioid Response Program at $145 million (level with the final FY 2023 appropriated amount).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>The final appropriated amounts for these and all other federal programs, must be passed by both the House and Senate before being signed into law by the President.
