Os programas importantes para o campo da preven\u00e7\u00e3o do uso de subst\u00e2ncias est\u00e3o distribu\u00eddos por tr\u00eas projetos de lei de dota\u00e7\u00f5es: <strong>Servi\u00e7os Financeiros e Governo Geral, Trabalho, Sa\u00fade e Servi\u00e7os Humanos e Estado, Opera\u00e7\u00f5es Estrangeiras (SFO).<\/strong> Faltando aproximadamente dois meses para o in\u00edcio do ano fiscal de 2024, \u00e9 aqui que se encontram os programas de preven\u00e7\u00e3o do uso de subst\u00e2ncias no processo de dota\u00e7\u00f5es.<\/p>\n<p><strong>Servi\u00e7os Financeiros e Administra\u00e7\u00e3o Geral (FSGG)<\/strong><\/p>\n<p>Este projeto de lei inclui programas no <strong>Escrit\u00f3rio de Pol\u00edtica Nacional de Controle de Drogas.<\/strong><\/p>\n<ul style=\"margin-left: 40px;margin-bottom:20px\">\n<li><strong>Programa Comunidades Livres de Drogas (DFC): <\/strong>$109 milh\u00f5es nos projetos de lei de dota\u00e7\u00f5es FSGG da C\u00e2mara e do Senado. Isto est\u00e1 no mesmo n\u00edvel do valor final apropriado para o ano fiscal de 2023 e inclui $2,5 milh\u00f5es para o <strong>Instituto da Coaliz\u00e3o Nacional.<\/strong><\/li>\n<li><strong>Concess\u00f5es de aprimoramento da Se\u00e7\u00e3o 103 da Lei Abrangente de Depend\u00eancia e Recupera\u00e7\u00e3o (CARA): <\/strong>$5,2 milh\u00f5es nos projetos de lei de dota\u00e7\u00f5es FSGG da C\u00e2mara e do Senado. Isso est\u00e1 no mesmo n\u00edvel do valor final apropriado para o ano fiscal de 2023.<\/li>\n<\/ul>\n<p><strong>Trabalho, Sa\u00fade, Servi\u00e7os Humanos e Educa\u00e7\u00e3o (LHHSE)<\/strong><\/p>\n<p>Este projeto de lei inclui programas no <strong>Administra\u00e7\u00e3o de Abuso de Subst\u00e2ncias e Servi\u00e7os de Sa\u00fade Mental (SAMHSA), Centros de Controle e Preven\u00e7\u00e3o de Doen\u00e7as (CDC), Instituto Nacional sobre Abuso de Drogas (NIDA) e Instituto Nacional sobre Abuso de \u00c1lcool e Alcoolismo (NIAAA). <\/strong><em>Observe que os n\u00edveis apropriados pela C\u00e2mara n\u00e3o est\u00e3o dispon\u00edveis para alguns programas porque a C\u00e2mara n\u00e3o divulgou seu relat\u00f3rio LHHSE. <\/em>O Senado divulgou seu relat\u00f3rio na quinta-feira, 27 de julho; portanto, seus n\u00fameros s\u00e3o relatados primeiro abaixo.<\/p>\n<p><u>Administra\u00e7\u00e3o de Servi\u00e7os de Abuso de Subst\u00e2ncias e Sa\u00fade Mental<\/u><\/p>\n<ul style=\"margin-left: 40px;margin-bottom:20px\">\n<li><strong>Programas do Centro para Preven\u00e7\u00e3o do Abuso de Subst\u00e2ncias (CSAP) de import\u00e2ncia regional e nacional:<\/strong> $236,8 milh\u00f5es (n\u00edvel com o valor final apropriado para o ano fiscal de 2023 e $57,2 milh\u00f5es acima do valor proposto pela C\u00e2mara de $179,6 milh\u00f5es). Isso inclui:\n<ul style=\"margin-left: 40px;margin-bottom:20px\">\n<li>O <strong>Lei da Verdade S\u00f3bria sobre a Preven\u00e7\u00e3o (STOP) do Consumo de Bebidas por Menores: <\/strong>$14,5 milh\u00f5es no Senado (n\u00edvel com o valor final apropriado para o ano fiscal de 2023), incluindo:\n<ul style=\"margin-left: 40px;margin-bottom:20px\">\n<li>$11 milh\u00f5es para <strong>Subs\u00eddios de aprimoramento do STOP Act<\/strong> (n\u00edvel com o valor final apropriado para o ano fiscal de 2023).<\/li>\n<li>$2,5 milh\u00f5es para o <strong>Campanha de m\u00eddia nacional voltada para adultos<\/strong> (n\u00edvel com o valor final apropriado para o ano fiscal de 2023).<\/li>\n<li>$1 milh\u00f5es para o <strong>Comit\u00ea de Coordena\u00e7\u00e3o Interag\u00eancias para a Preven\u00e7\u00e3o do Consumo de Bebidas por Menores<\/strong> (n\u00edvel com o valor final apropriado para o ano fiscal de 2023).<\/li>\n<\/ul>\n<\/li>\n<li>O <strong>Programa Quadro de Preven\u00e7\u00e3o Estrat\u00e9gica\/Parceria para o Sucesso (SPF\/PFS): <\/strong>$135,4 milh\u00f5es no Senado (n\u00edvel com o valor final apropriado para o ano fiscal de 2023). Isso inclui:\n<ul style=\"margin-left: 40px;margin-bottom:20px\">\n<li>$125,4 milh\u00f5es para o <strong>Quadro Estrat\u00e9gico de Preven\u00e7\u00e3o<\/strong> <strong>programa <\/strong>(n\u00edvel com o valor final apropriado para o ano fiscal de 2023).<\/li>\n<li>$10 milh\u00f5es para o <strong>Programa Estrutura de Preven\u00e7\u00e3o Estrat\u00e9gica-Rx<\/strong> (n\u00edvel com o valor final apropriado para o ano fiscal de 2023).<\/li>\n<\/ul>\n<\/li>\n<li><strong>Centro para Tratamento de Abuso de Subst\u00e2ncias (CSAT): <\/strong>$4,21 bilh\u00f5es no Senado (+$143,2 milh\u00f5es acima do valor final apropriado para o ano fiscal de 2023 de $4,07 bilh\u00f5es e $239,1 milh\u00f5es acima do valor proposto pela C\u00e2mara de $3,9 bilh\u00f5es). Isso inclui:\n<ul style=\"margin-left: 40px;margin-bottom:20px\">\n<li>$576,2 milh\u00f5es no Senado para <strong>Programas de Import\u00e2ncia Regional e Nacional (PRNS) <\/strong>(+$4 milh\u00f5es acima do valor apropriado final para o ano fiscal de 2023).<\/li>\n<li>$2,04 bilh\u00f5es no Senado para o <strong>Servi\u00e7os de Preven\u00e7\u00e3o, Tratamento e Recupera\u00e7\u00e3o do Uso de Subst\u00e2ncias (SUPTRS) Bloqueiam Concess\u00e3o<\/strong> (+$120 milh\u00f5es acima do valor final apropriado para o ano fiscal de 2023 de $1,92 bilh\u00f5es).<\/li>\n<li>$1,595 bilh\u00e3o no Senado para o <strong>Subs\u00eddios estaduais de resposta a opi\u00f3ides (SOR) <\/strong>(+$20 milh\u00f5es acima do valor final apropriado para o ano fiscal de 2023 de $1,575 bilh\u00f5es).<\/li>\n<\/ul>\n<\/li>\n<li><strong>Centro de Servi\u00e7os de Sa\u00fade Mental (CMHS): <\/strong>$2,85 bilh\u00f5es no Senado (+$160 milh\u00f5es acima do valor final apropriado para o ano fiscal de 2023 de $2,69 bilh\u00f5es e +$150 milh\u00f5es acima do valor proposto pela C\u00e2mara de $2,7 bilh\u00f5es). Isso inclui:\n<ul style=\"margin-left: 40px;margin-bottom:20px\">\n<li><strong>Concess\u00e3o de bloco CMHS: <\/strong>$1,04 bilh\u00e3o no Senado (+$56 milh\u00f5es acima do valor final apropriado para o ano fiscal de 2023 de $986,53 milh\u00f5es).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><u>Centros de Controle e Preven\u00e7\u00e3o de Doen\u00e7as (CDC)<\/u><\/p>\n<ul style=\"margin-left: 40px;margin-bottom:20px\">\n<li><strong>Programa CDC Tabaco: <\/strong>$246,5 milh\u00f5es no Senado (n\u00edvel com o valor final apropriado para o ano fiscal de 2023).<\/li>\n<li><strong>Programa de \u00c1lcool Excessivo do CDC: <\/strong>$6 milh\u00f5es no Senado (n\u00edvel com o valor final apropriado para o ano fiscal de 2023).<\/li>\n<li><strong>Preven\u00e7\u00e3o e vigil\u00e2ncia de overdose de opioides do CDC: <\/strong>$506 milh\u00f5es no Senado (+$1 milh\u00f5es acima do valor apropriado final para o ano fiscal de 2023).<\/li>\n<\/ul>\n<p><u>Instituto Nacional de Sa\u00fade<\/u><\/p>\n<ul style=\"margin-left: 40px;margin-bottom:20px\">\n<li><strong>Instituto Nacional sobre Abuso de \u00c1lcool e Alcoolismo (NIAAA): <\/strong>$595,3 milh\u00f5es no Senado (n\u00edvel com o valor final apropriado para o ano fiscal de 2023).<\/li>\n<li><strong>Instituto Nacional sobre Abuso de Drogas (NIDA):<\/strong> $1,67 bilh\u00e3o no Senado (+$10 milh\u00f5es acima do valor final apropriado para o ano fiscal de 2023 de $1,66 bilh\u00e3o).<\/li>\n<\/ul>\n<p><u>Administra\u00e7\u00e3o de Recursos e Servi\u00e7os de Sa\u00fade (HRSA)<\/u><\/p>\n<ul style=\"margin-left: 40px;margin-bottom:20px\">\n<li><strong>Programa de resposta a opi\u00e1ceos em comunidades rurais: <\/strong>$155 milh\u00f5es no Senado (+$10 milh\u00f5es acima do valor final apropriado para o ano fiscal de 2023 de $145 milh\u00f5es).<\/li>\n<\/ul>\n<p><strong>Estado, Opera\u00e7\u00f5es Estrangeiras (SFO)<\/strong><\/p>\n<p>Este projeto de lei inclui programas no <strong>Departamento de Estado.<\/strong><\/p>\n<ul style=\"margin-left: 40px;margin-bottom:20px\">\n<li><strong>Programa Internacional de Redu\u00e7\u00e3o da Demanda de Narc\u00f3ticos e Aplica\u00e7\u00e3o da Lei (INL): <\/strong>$20 milh\u00f5es na C\u00e2mara (n\u00edvel com o valor final apropriado para o ano fiscal de 2023) e $15 milh\u00f5es no Senado (-$5 milh\u00f5es sob o valor final apropriado para o ano fiscal de 2023 de $20 milh\u00f5es).<\/li>\n<\/ul>\n<p><strong>Idioma do relat\u00f3rio<\/strong><\/p>\n<p>O relat\u00f3rio do Senado LHHS tamb\u00e9m incluiu o seguinte texto relevante para o campo da preven\u00e7\u00e3o do uso de subst\u00e2ncias: \u201cO Comit\u00ea est\u00e1 preocupado com a falta de \u00eanfase e financiamento da SAMHSA para a preven\u00e7\u00e3o do uso prim\u00e1rio de subst\u00e2ncias para interromper o uso e atrasar a idade de in\u00edcio. A SAMHSA combinou a promo\u00e7\u00e3o da sa\u00fade dos metais com a preven\u00e7\u00e3o do uso de subst\u00e2ncias, diluindo assim os j\u00e1 escassos recursos para a preven\u00e7\u00e3o real do uso de subst\u00e2ncias no CSAP. O Comit\u00ea instrui a SAMHSA a garantir que todo o financiamento fornecido ao Centro para Preven\u00e7\u00e3o do Abuso de Subst\u00e2ncias, bem como os 20 por cento de preven\u00e7\u00e3o reservados na Subven\u00e7\u00e3o em Bloco de Servi\u00e7os de Preven\u00e7\u00e3o, Tratamento e Recupera\u00e7\u00e3o do Uso de Subst\u00e2ncias, sejam usados apenas para subst\u00e2ncias baseadas em evid\u00eancias utilizar atividades de preven\u00e7\u00e3o e n\u00e3o para quaisquer outros fins, incluindo a promo\u00e7\u00e3o da sa\u00fade mental e a redu\u00e7\u00e3o de danos. O Comit\u00e9 solicita ainda um relat\u00f3rio ao Congresso no prazo de 120 dias ap\u00f3s a promulga\u00e7\u00e3o que inclua como esta orienta\u00e7\u00e3o est\u00e1 a ser aplicada a todos os programas CSAP, bem como na orienta\u00e7\u00e3o aos Estados e territ\u00f3rios relativamente aos 20 por cento de preven\u00e7\u00e3o reservados no Subs\u00eddio em Bloco SUPTRS.\u201d<\/p>\n<p><strong>Conclus\u00e3o<\/strong><\/p>\n<p>\u00c9 importante compreender que o processo de dota\u00e7\u00f5es para o exerc\u00edcio financeiro de 2024 ainda n\u00e3o est\u00e1 conclu\u00eddo. A C\u00e2mara e o Senado devem resolver as diferen\u00e7as nas suas respectivas vers\u00f5es dos projetos de lei de dota\u00e7\u00f5es e o Presidente Biden deve transform\u00e1-los em lei. O CADCA continua o nosso trabalho para garantir que todos os programas de interesse para a \u00e1rea de preven\u00e7\u00e3o do uso de subst\u00e2ncias sejam financiados ao mais alto n\u00edvel poss\u00edvel no ano fiscal de 2024. O CADCA manter\u00e1 a \u00e1rea informada durante o resto do processo do ano fiscal de 2024.<\/p>\n
