Os subs\u00eddios de opioides podem ser usados para:<\/p>\n<ul style=\"margin-left: 40px;margin-bottom: 25px\">\n<li>Melhorar os programas estaduais de monitoramento de medicamentos prescritos<\/li>\n<li>Implementa\u00e7\u00e3o e avalia\u00e7\u00e3o de atividades de preven\u00e7\u00e3o<\/li>\n<li>Capacitar profissionais de sa\u00fade sobre as melhores pr\u00e1ticas<\/li>\n<li>Apoiar o acesso aos servi\u00e7os de sa\u00fade<\/li>\n<li>Outras atividades de sa\u00fade p\u00fablica conforme o estado determinar apropriadas<\/li>\n<\/ul>\n<p><b><strong>Se\u00e7\u00e3o 6001:\u00a0<\/strong><\/b><b><strong>Secret\u00e1rio Adjunto para Sa\u00fade Mental e Uso de Subst\u00e2ncias \u2013\u00a0<\/strong><\/b>cria um cargo conhecido como Secret\u00e1rio Adjunto de Sa\u00fade Mental e Uso de Subst\u00e2ncias (nomea\u00e7\u00e3o presidencial). O Secret\u00e1rio do HHS delegar\u00e1 ao Secret\u00e1rio Adjunto todos os deveres atribu\u00eddos ao Administrador do SAMHSA.<\/p>\n<p><b><strong>Se\u00e7\u00e3o 60<\/strong><\/b><b><strong>21<\/strong><\/b><b><strong>:\u00a0<\/strong><\/b><b><strong>Melhorando a supervis\u00e3o dos programas de transtornos mentais e de uso de subst\u00e2ncias por meio do secret\u00e1rio adjunto de planejamento e avalia\u00e7\u00e3o<\/strong><\/b><b><strong>\u00a0<\/strong><\/b>-Secret\u00e1rio do HHS deve garantir que os programas de transtorno e tratamento por uso de subst\u00e2ncias sejam avaliados de forma eficiente e eficaz.<\/p>\n<p><b><strong>Se\u00e7\u00e3o 7001: Incentivo \u00e0 inova\u00e7\u00e3o e programas baseados em evid\u00eancias<\/strong><\/b>\u00a0\u2013 Emenda a Lei do Servi\u00e7o de Sa\u00fade P\u00fablica para estabelecer um Laborat\u00f3rio Nacional de Pol\u00edticas de Sa\u00fade Mental e Uso de Subst\u00e2ncias, que identificar\u00e1, coordenar\u00e1 e facilitar\u00e1 a implementa\u00e7\u00e3o de mudan\u00e7as nas pol\u00edticas que provavelmente ter\u00e3o um impacto significativo nos servi\u00e7os de transtornos por uso de subst\u00e2ncias. Tamb\u00e9m revisar\u00e1 esses programas para garantir que sejam baseados em evid\u00eancias, eficientes e eficazes e n\u00e3o sejam duplicados. Programas que n\u00e3o s\u00e3o bem-sucedidos ou eficientes podem ser eliminados, reformados ou mesclados com outros programas bem-sucedidos.<\/p>\n<p>O Secret\u00e1rio Adjunto pode coordenar com o Laborat\u00f3rio para conceder subs\u00eddios aos governos estaduais, tribais ou locais para desenvolver interven\u00e7\u00f5es baseadas em evid\u00eancias.<\/p>\n<p><b><strong>Se\u00e7\u00e3o 7002: Promo\u00e7\u00e3o do acesso a informa\u00e7\u00f5es sobre programas e pr\u00e1ticas baseadas em evid\u00eancias<\/strong><\/b>\u00a0\u2013 Altera a Lei do Servi\u00e7o de Sa\u00fade P\u00fablica para melhorar o acesso a informa\u00e7\u00f5es confi\u00e1veis, v\u00e1lidas e baseadas em evid\u00eancias sobre programas e pr\u00e1ticas relacionadas a transtornos mentais e de uso de subst\u00e2ncias.<\/p>\n<p><b><strong>Se\u00e7\u00e3o\u00a0<\/strong><\/b><b><strong>8002: Subs\u00eddio em Bloco para Preven\u00e7\u00e3o e Tratamento do Abuso de Subst\u00e2ncias<\/strong><\/b>\u00a0\u2013 Altera a Lei do Servi\u00e7o de Sa\u00fade P\u00fablica (PHSA) para garantir que os Estados envolvidos em acordos de financiamento sob a Se\u00e7\u00e3o 1921 da PHSA forne\u00e7am treinamento cont\u00ednuo sobre tend\u00eancias de transtornos por uso de subst\u00e2ncias, pr\u00e1ticas de preven\u00e7\u00e3o baseadas em evid\u00eancias e servi\u00e7os de tratamento, responsabilidade baseada em desempenho, coleta de dados e requisitos de relat\u00f3rios e quaisquer outros assuntos que possam melhorar a presta\u00e7\u00e3o de servi\u00e7os de transtorno por uso de subst\u00e2ncias no estado.<\/p>\n<p>O Estado deve apresentar um plano que descreva os esfor\u00e7os abrangentes de preven\u00e7\u00e3o do Estado.<\/p>\n<p>A concess\u00e3o em bloco \u00e9 reautorizada em $1.858.079.000 para os anos fiscais de 2018-2022.<\/p>\n<p><b><strong>Se\u00e7\u00e3o 9007: Fortalecimento dos Sistemas Comunit\u00e1rios de Resposta a Crises<\/strong><\/b>\u00a0\u2013 O Secret\u00e1rio conceder\u00e1 subs\u00eddios competitivos a governos estaduais, tribais ou locais para aprimorar os sistemas de resposta a crises com base na comunidade. As candidaturas a essas subven\u00e7\u00f5es incluir\u00e3o um plano de coordena\u00e7\u00e3o entre entidades p\u00fablicas e privadas envolvidas na resposta \u00e0 crise. $12.500.000 \u00e9 apropriado para realizar essas doa\u00e7\u00f5es para cada exerc\u00edcio fiscal de 2018 a 2022.<\/p>\n<p><b><strong>Se\u00e7\u00e3o\u00a0<\/strong><\/b><b><strong>9016: Verdade s\u00f3bria sobre a preven\u00e7\u00e3o da reautoriza\u00e7\u00e3o de consumo de \u00e1lcool por menores de idade<\/strong><\/b>\u00a0\u2013 reautoriza a Lei STOP.<\/p>\n<p><b><strong>Se\u00e7\u00e3o 10003<\/strong><\/b><b><strong>: Tratamento de Transtornos por Uso de Subst\u00e2ncias e Servi\u00e7os de Interven\u00e7\u00e3o Precoce para Crian\u00e7as e Adolescentes \u2013\u00a0<\/strong><\/b>A Lei do Servi\u00e7o de Sa\u00fade P\u00fablica foi alterada para permitir que o Secret\u00e1rio concedesse doa\u00e7\u00f5es, contratos ou acordos cooperativos a organiza\u00e7\u00f5es sem fins lucrativos p\u00fablicas e privadas para fornecer servi\u00e7os de identifica\u00e7\u00e3o e tratamento precoce a crian\u00e7as e adolescentes em risco de transtornos por uso de subst\u00e2ncias.<\/p>\n<p><b><strong>Se\u00e7\u00e3o 14003: Tribunais Federais de Drogas e Sa\u00fade Mental<\/strong><\/b>\u00a0\u2013 autoriza o Procurador-Geral a estabelecer um programa piloto para determinar a efic\u00e1cia de desviar os infratores eleg\u00edveis da acusa\u00e7\u00e3o e coloc\u00e1-los em tribunais de drogas ou de sa\u00fade mental.<\/p>\n
