Mexico
CADCA began engaging in coalition development in Mexico in 2012, when it partnered with Programa Campañeros and the Alliance of Border Collaboratives (ABC) to establish the Mexican Community Coalition Network (MCCN). Through this alliance, CADCA provided trainings to communities across Mexico that work to prevent and reduce illicit substance use. Programa Campañeros and ABC provided technical assistance and support to communities throughout Mexico on an ongoing basis. Through this partnership, local leaders representing up to 15 community sectors were trained to build and sustain successful community coalitions. They included youth, parents, indigenous groups, local law enforcement, business owners, healthcare professionals, schools, media and others.
During the first phase of coalition development, between 2012 and 2014, nine community coalitions in the states of Baja California, Chihuahua and Sonora were formed. During phase two of coalition development, between 2015 and 2016, CADCA would help expand the community coalition network from nine to 21 coalitions in four additional states: Nuevo León, Tamaulipas, Durango, and the State of Mexico. During phase three, from 2015 to 2016, 14 new coalitions in the states of Jalisco, Nayarit, Quintana Roo, Hidalgo and Tabasco, would join the network. And during phase four, between 2016 and 2018, an additional 15 coalitions were formed in the states of Zacatecas, Puebla, Guanajuato, Veracruz and Chiapas, expanding the MCCN to 51 community coalitions throughout in 18 Mexican states.
