Il est essentiel que la pr\u00e9vention soit un \u00e9l\u00e9ment essentiel des strat\u00e9gies antidrogue nationales, \u00e9tatiques, tribales et locales, car la d\u00e9pendance est un trouble du d\u00e9veloppement qui peut commencer \u00e0 l&#039;adolescence, parfois d\u00e8s l&#039;enfance, et peut \u00eatre att\u00e9nu\u00e9 en pr\u00e9venant et en augmentant l&#039;\u00e2ge d&#039;initiation chez les jeunesse. Parmi les personnes \u00e2g\u00e9es de 18 \u00e0 30 ans admises dans des \u00e9tablissements de traitement, 74 % ont commenc\u00e9 \u00e0 consommer de la drogue \u00e0 17 ans ou moins.<\/p>\n<p>L&#039;abus de substances fait peser un lourd tribut financier sur les \u00c9tats-Unis. Chaque ann\u00e9e, les \u00c9tats-Unis d\u00e9pensent $740 milliards en co\u00fbts li\u00e9s \u00e0 la criminalit\u00e9, \u00e0 la perte de productivit\u00e9 et aux soins de sant\u00e9. Cependant, chaque $1 investi dans des programmes efficaces de pr\u00e9vention de la consommation de substances entra\u00eenera des \u00e9conomies comprises entre $2 et $20.<\/p>\n<p>Il est logique d&#039;investir dans la pr\u00e9vention de la toxicomanie et d&#039;arr\u00eater la consommation avant qu&#039;elle ne commence. Malgr\u00e9 cela, le financement f\u00e9d\u00e9ral pour la pr\u00e9vention de la toxicomanie a \u00e9t\u00e9 consid\u00e9rablement r\u00e9duit au cours de la derni\u00e8re d\u00e9cennie. Entre l&#039;exercice 2009 et l&#039;exercice 2019, le financement de la pr\u00e9vention de la consommation de substances a \u00e9t\u00e9 r\u00e9duit de 34,4\u00a0%.<\/p>\n<p>La consommation de substances autres que la marijuana est \u00e0 son plus bas niveau depuis 20 ans. Cela t\u00e9moigne de l&#039;efficacit\u00e9 des programmes de pr\u00e9vention fond\u00e9s sur des donn\u00e9es probantes. Cependant, de nouveaux d\u00e9fis \u00e9mergent. L&#039;enqu\u00eate Monitoring the Future Survey (MTF) de 2018 a r\u00e9v\u00e9l\u00e9 des augmentations substantielles et statistiquement significatives du vapotage chez les \u00e9l\u00e8ves de 8e, 10e et 12e ann\u00e9e. De plus, les attitudes envers la marijuana continuent de changer. Moins d&#039;\u00e9tudiants que jamais per\u00e7oivent un grand risque \u00e0 en fumer occasionnellement. La d\u00e9sapprobation de cette activit\u00e9 est \u00e9galement en baisse. Nos priorit\u00e9s de cr\u00e9dits sont les suivantes :<\/p>\n<p>Travailler pour s&#039;assurer que le programme Drug-Free Communities (DFC) reste intact au sein de l&#039;Office of National Drug Control Policy (ONDCP) et est financ\u00e9 au plus haut niveau possible. La derni\u00e8re mise \u00e0 jour du programme DFC, men\u00e9e par ICF International, prouve que le programme est efficace. Du premier rapport au rapport le plus r\u00e9cent pour les b\u00e9n\u00e9ficiaires de subventions de l&#039;exercice 2016, les taux de consommation de substances pour tous les b\u00e9n\u00e9ficiaires ont consid\u00e9rablement diminu\u00e9 dans les communaut\u00e9s DFC.<\/p>\n<p>Travailler pour s&#039;assurer que le programme de subventions d&#039;am\u00e9lioration de la coalition communautaire dans le Comprehensive Addiction and Recovery Act (CARA) est financ\u00e9 au niveau le plus \u00e9lev\u00e9 possible et reste intact dans l&#039;ONDCP. Le programme de subventions d&#039;am\u00e9lioration CARA offre des subventions d&#039;am\u00e9lioration de $50 000 par an pendant trois ans aux b\u00e9n\u00e9ficiaires actuels et anciens du programme DFC.<\/p>\n<p>Travailler pour s&#039;assurer que la loi Sober Truth on Preventing Underage Drinking (STOP) est financ\u00e9e au plus haut niveau possible. Ces subventions pouvant aller jusqu&#039;\u00e0 $50 000 pour un maximum de quatre ans financent les b\u00e9n\u00e9ficiaires actuels et pass\u00e9s du DFC pour am\u00e9liorer leurs efforts de pr\u00e9vention de la consommation d&#039;alcool chez les mineurs. Les b\u00e9n\u00e9ficiaires de STOP Act sont ax\u00e9s sur les donn\u00e9es, connaissent l&#039;\u00e9pid\u00e9miologie de leur communaut\u00e9 et sont capables de mettre en \u0153uvre les interventions multisectorielles n\u00e9cessaires pour pr\u00e9venir et r\u00e9duire la consommation d&#039;alcool.<\/p>\n<p>Travailler pour s&#039;assurer que le Centre de pr\u00e9vention de l&#039;abus de substances (CSAP) est financ\u00e9 au niveau le plus \u00e9lev\u00e9 possible. Le CSAP travaille avec des organisations f\u00e9d\u00e9rales, \u00e9tatiques, publiques et priv\u00e9es pour d\u00e9velopper l&#039;utilisation compl\u00e8te des m\u00e9dicaments avant qu&#039;elle ne commence. Le CSAP assure le leadership national dans l&#039;\u00e9laboration de politiques, de programmes et de services pour pr\u00e9venir l&#039;apparition de l&#039;abus de substances. Il promeut des pratiques efficaces de pr\u00e9vention de l&#039;abus de substances qui permettent aux \u00c9tats, aux communaut\u00e9s et \u00e0 d&#039;autres organisations d&#039;utiliser et de mettre en \u0153uvre efficacement des connaissances et des strat\u00e9gies de pr\u00e9vention fond\u00e9es sur des donn\u00e9es probantes.<\/p>\n<p>Travailler pour s&#039;assurer que la subvention globale pour la pr\u00e9vention et le traitement de la toxicomanie (SAPT) est financ\u00e9e au niveau le plus \u00e9lev\u00e9 possible. La subvention globale SAPT est la source de financement la plus importante pour les syst\u00e8mes de pr\u00e9vention, de traitement et de r\u00e9cup\u00e9ration de l&#039;abus de substances des \u00c9tats. Vingt pour cent de la subvention globale est r\u00e9serv\u00e9e aux services de pr\u00e9vention primaire. Cette r\u00e9serve est la plus importante source de financement de l&#039;infrastructure de pr\u00e9vention de chaque \u00c9tat.<\/p>\n<p>Travailler pour s&#039;assurer que le programme de r\u00e9duction de la demande du Bureau international de contr\u00f4le des stup\u00e9fiants et de l&#039;application de la loi (INL) du D\u00e9partement d&#039;\u00c9tat est financ\u00e9 au plus haut niveau possible. L&#039;INL travaille avec des organisations locales \u00e0 travers l&#039;Am\u00e9rique latine, l&#039;Asie et l&#039;Afrique pour cr\u00e9er des coalitions communautaires sans drogue dans les principaux pays producteurs de drogue. Plus de 200 coalitions sont actives dans 20 pays.<\/p>\n<p>Malgr\u00e9 l&#039;efficacit\u00e9 des programmes de pr\u00e9vention de l&#039;abus de substances, leur financement a \u00e9t\u00e9 r\u00e9duit de 34,4 % entre\u00a0<a href=\"https:\/\/midyear.cadca.org\/sites\/default\/files\/substance_use_prevention_chart_-_updated_through_fy_2019.pdf\">Exercice 2009 et exercice 2019<\/a>.<\/p>\n
