The week will kick-off with the Substance Abuse and Mental Health Services Administration\u2019s 12el\u00a0<\/sup>Annual Prevention Day, which will feature an address by the Surgeon General, Dr. Vivek Murthy.<\/p>\n

CADCA\u2019s Forum has more than 70 training sessions to address all aspects of prevention for three days, and then the week concludes with a Drug-Free Communities Support Program New Applicant Workshop (separate registration required).<\/p>\n

On Monday evening, Feb. 1, the National Leadership Forum\u2019s opening reception will feature networking opportunities, exhibit booths to visit, refreshments, and the Ideas Fair. Coalition leaders who submitted entries for the Coalitions Ideas Fair Poster Presentations will be available to discuss their presentations.<\/p>\n

One poster, \u201cMeasuring Success of Local Control and Land Use Policies,\u201d will be presented during the Ideas Fair by CADCA member Dana Stevens from the San Diego, Calif., area.<\/p>\n

This poster will increase participant confidence in utilizing local control measures to address problems associated with alcohol outlets. Local land use tools such as conditional use permits and deemed approved ordinances have shown to be very effective tools to prevent negative impacts of alcohol establishments, said Stevens, Executive Director of Communities Against Substance Abuse (CASA).<\/p>\n

\u201cParticipants in this poster session will learn techniques for local data collection, protocols of data sharing and use that engage and mobilize the community for policy change. Poster participants will leave with templates for use in their own community,\u201d she said.<\/p>\n

The coalition was behind the 2013 \u201cdeemed approved\u201d ordinance in their city, part of San Diego County. El Cajon has seen a decrease in arrests for alcohol-related issues. It has sanctioned stores for selling alcohol to minors. The city also successfully fought and won a federal lawsuit brought by several liquor stores arguing the law is unconstitutional.<\/p>\n

The ordinance has helped the city crack down on liquor stores selling to minors, serial inebriates and people on the city\u2019s \u201cdo not sell\u201d list.<\/p>\n
