According to the results, 84% of attendees said their organization is currently\u00a0in the midst of\u00a0change. Nearly half said that change was a mix of chosen and unchosen; it was both something they decided and something that happened to them. When asked whether their organization had the training and resources to move through change effectively, about half rated themselves a 3 out of 5.\u00a0Most coalitions are navigating change without the tools to navigate it well. This\u00a0webinar\u00a0was an attempt to start closing that gap.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:279}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Change management is defined as\u00a0making adjustments to\u00a0programs, processes, policies, and practices to meet changing priorities and community needs.\u00a0Petkovic added that the research behind it points to a few reasons it matters specifically for coalitions. It helps them\u00a0adapt\u00a0programs when coalitions shift, increases effectiveness in changing environments,\u00a0and\u00a0helps coalitions know when to wind\u00a0something\u00a0down.\u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-23701\" src=\"https:\/\/www.cadca.org\/wp-content\/uploads\/2026\/05\/Change-Management2.png\" alt=\"\" width=\"624\" height=\"351\" srcset=\"https:\/\/www.cadca.org\/wp-content\/uploads\/2026\/05\/Change-Management2.png 624w, https:\/\/www.cadca.org\/wp-content\/uploads\/2026\/05\/Change-Management2-300x169.png 300w, https:\/\/www.cadca.org\/wp-content\/uploads\/2026\/05\/Change-Management2-18x10.png 18w\" sizes=\"auto, (max-width: 624px) 100vw, 624px\" \/><\/p>\n<p><span data-contrast=\"auto\">The competency covers knowledge areas like understanding how local culture shapes resistance and acceptance, skills like data-driven decision-making and group facilitation, and the ability to\u00a0achieve\u00a0stakeholder consensus even when people are in conflict or on different sides.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:279}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Shumate shared four change management frameworks that coalitions should be aware of: Lewin\u2019s three-stage model (unfreeze, change, refreeze); ADKAR (Awareness, Desire, Knowledge, Ability, Reinforcement); the OODA Loop (Observe, Orient, Decide, Act, then loop back); and Kotter\u2019s model, which moves through urgency, coalition building, communication, removing barriers, and anchoring change once it\u2019s taken hold.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:279}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Her point\u00a0wasn\u2019t\u00a0that any one of these is the right answer.\u00a0It\u2019s\u00a0that most organizations\u00a0don\u2019t\u00a0have a model at\u00a0all and\u00a0winging it\u00a0doesn\u2019t\u00a0work. She encouraged attendees to look at these, find what resonates, and build a process that\u00a0actually fits\u00a0how their coalition experiences change. Real-life change involves community dynamics, people, and external pressures that no single framework can fully account for.\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">She also introduced a resource called the Social Change Ecosystem Map, developed by Deepa Iyer, which maps out 10 distinct roles required for social change to happen.\u00a0It\u2019s\u00a0a useful lens for coalitions to look honestly at which roles exist on their team, which are missing, and whether a few people are stretched too\u00a0thin,\u00a0trying to fill all of them.\u00a0<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:279}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Clark shared a concrete example of a coalition in Manchester, TN that was making a significant strategic shift, moving from a program-heavy approach toward environmental and policy change strategies.\u00a0Getting a coalition\u00a0to change how it\u00a0operates, especially when people are attached to what\u00a0they\u2019ve\u00a0built, is genuinely difficult.<\/span><span data-ccp-props=\"{&quot;134233117&quot;:false,&quot;134233118&quot;:false,&quot;201341983&quot;:0,&quot;335551550&quot;:1,&quot;335551620&quot;:1,&quot;335559685&quot;:0,&quot;335559737&quot;:0,&quot;335559738&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:279}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"auto\">Her approach centered on a two-day learning map series. The scan phase consisted of getting people out of their usual thinking by presenting new data, sharing how other coalitions had approached similar challenges, and creating space for members to look at things they\u00a0hadn\u2019t\u00a0been looking at together. The focus phase was where the group developed a shared vision, not just agreement that substance use is a problem, but a specific understanding of the gap between where things are and where they want them to go. Coalition members from\u00a012 sectors\u00a0were each asked to bring others from their sector.\u00a0Those 12 sectors consist of youth, parents,\u00a0businesses, media,\u00a0schools, law enforcement, healthcare\u00a0professionals or organizations,\u00a0religious and fraternal\u00a0organizations,\u00a0youth-serving organizations, government agencies,\u00a0civic and volunteer groups,\u00a0and others working to reduce substance use. They\u00a0represent\u00a0the mandatory cross-section of stakeholders that every DFC-funded coalition\u00a0is required to\u00a0engage, because preventing youth substance use requires input from the whole community.\u00a0They prioritized data points that spoke to them specifically. They worked through scenarios in small groups. Police departments, city and county governments, businesses, and faith communities\u00a0each embedded\u00a0coalition\u00a0goals into their own strategic plans. Policies were passed, such as retailer compliance checks, responsible beverage service training, and social host ordinances.
