Education Citation Program: A Policy/Systems Change to Address Underage Alcohol and Marijuana Use

Is your community struggling to balance the need for consistent enforcement of underage alcohol use and/or marijuana use with the potential harms to a young person's future if they have a citation on their record? Our Education Citation Program (ECP) is a county-wide policy change designed by our community to address this concern. The ECP allows law enforcement to cite a minor with education in lieu of a criminal citation. This solution provides a "third option." Rather than law enforcement doing nothing or writing a criminal citation, the ECP allows the laws to be consistently enforced, but with supportive consequences. Hear from a coalition coordinator and sheriff deputy who championed the project and get ideas for starting a similar program and policy change in your community.

Learning Objectives

At the end of this session, participants will be able to:

1) State the harmful effects of a criminal citation on a young person's future.

2) Identify key partners in their community needed to implement the policy change.

3) Determine best practices for enforcement.
