Navigating the Fiscal Agent Relationship

Many community coalitions are not legal entities and, thus, must utilize an outside agency as their fiscal agent or grantee for federal grant funding applications. This is especially applicable to community coalitions applying for Drug Free Communities Support Program (DFC) funding and many of the current DFC grantees. When not properly negotiated, the fiscal agent/coalition relationship can be challenging. To ensure a more healthy relationship, this webinar will examine the “ups” and “downs” of this relationship with an emphasis on what coalitions can do from the beginning to avoid potential problems. We will explore the following points: (1) the five topics that must be addressed between fiscal agents and coalitions, (2) the proper decision-making balance when preparing budgets and selecting funding priorities, (3) the legal and federal obligations for financial management, and (4) how to wrap all this up into an effective memorandum of understanding (MOU).
