continue work building and strengthening the capacity of community coalitions
to create safe, healthy, and drug-free communities.
CADCA's coalitions are an effective strategy to reduce youth drug abuse in
communities. Trend analysis from the National Institute on Drug Abuse 2004 Monitoring
the Future survey indicates a 17 percent cumulative decline in drug use
from 2001 to 2004. There are now 600,000 fewer teens using drugs than there
were in 2001.
