DEPARTMENT: International Programs

POSITION SUMMARY: Under the direction of International Programs Vice President, the Manager, International Programs, will be responsible for developing community coalitions through the administration of training programs, provision of technical assistance and other resources to communities in select foreign countries. The manager will also assist in identifying and building relationships and strategic alliances with non-governmental organizations, government officials, U.S. State Department personnel and other interested parties. The manager must have a valid passport and be willing to travel to foreign countries.

DETAILED POSITION RESPONSIBILITIES:

  • Responsible for coalition development, training delivery, technical assistance and ongoing support services of CADCA’s International Programs activities in assigned countries;  
  • Represent CADCA & its International Programs by identifying and building relationships, as well as forming strategic alliances with non-governmental organizations, foundations, government agencies, government officials, U.S. State Department personnel, and other interested parties;
  • Develop, maintain and effectively execute work plans throughout the project lifecycle by establishing benchmarks, deliverables, budget plans, project timelines and activities for all International Programs contractual obligations in assigned countries;
  • Manage all project activities and monitor quality standards on all project deliverables, as well as develop and implement training programs and materials for assigned foreign countries;
  • Conduct site visits to partner organizations and community coalitions in foreign countries to provide technical assistance and training;
  • Write and develop comprehensive programmatic reports for funders and other interested parties;
  • Develop organizational accountability of resources on key deliverables, identifying gaps and areas of weakness, and proposing solutions;
  • Represent CADCA & its International Programs by networking, establishing partnerships and relationships, attending meetings, international conferences and events, participating at coalitions meetings, media events and other meetings;

TRAINING: The Manager will coordinate CADCA teams that will deliver weeklong courses related to the development of effective drug prevention community coalitions in countries as required. The Manager will train on the topics of community assessment, capacity building, implementation of community-wide interventions, evaluation, sustainability and other community coalition related topics.

MANAGEMENT AND SUPERVISION: The Manager is expected to oversee a cadre of consultants, including trainers and in-country coordinators who will participate in teams to offer training, technical assistance and ongoing support to communities in target countries. This includes giving specific and adequate instructions, direction, feedback and assistance to team members as needed.

The role requires an individual to consistently conduct himself/herself with poise and tact while dealing with the often-challenging situations associated with CADCA’s work in foreign countries.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:  The Manager must be fluent in Spanish and/or French in both written and oral expression, as well as possess both excellent written and verbal English communications skills. The Manager must also possess the ability to work well with individuals and groups in foreign countries. The manager listens to others and is accepting of suggestions for change or other constructive criticism; provides information necessary for effective and appropriate decision-making; and asks questions to ensure that both the letter and intent of the communication are understood.  The manager will also be proficient in working with a variety of software including, but not limited to, MS Office Suite, as well as social media applications such as Facebook, Skype and WhatsApp;

QUALIFICATIONS: Bachelor’s degree, graduate degree preferred. Minimum 5 years of experience in working in an anti-drug community coalition or in the field of substance use prevention.

SUPERVISORY RELATIONSHIP: Reports to Vice President of International Programs

CONDITIONS OF EMPLOYMENT:  The Manager must have a valid passport and be willing to travel to foreign countries 40% of the time.
