CADCA provides an infrastructure which unites local coalition's efforts to strategically address substance abuse nationally. Through CADCA and its members resources are leveraged, sound policies are developed, which spring from grassroots America, and capacity is built through shared knowledge and skills, leveraged resources and shared responsibility.
